Time and replacement cover

The under-19 variations modify the ordinary rugby union laws. Matches last 70 minutes, with halves of no more than 35 minutes, plus time lost; extra-time is not permitted. A squad nominating 22 players must include at least 6 front-row players, providing replacement cover for each front-row position. A tactically replaced player may return to replace any injured player. These are targeted changes: provisions not changed by this variation remain governed by the underlying laws.

Safer scrum requirements

Front-row players and locks must be suitably trained, otherwise scrums become uncontested. Uncontested scrums caused by injury or a card require 8 players per side. A full scrum uses a 3-4-1 formation. When a permitted reduction is made, both teams reduce equally, to at least 5 players. Reduced formations are 3-4, 3-2-1 or 3-2. Pushing beyond 1.5 metres or retaining a controlled ball at the scrum base brings a free-kick. Intentional wheeling brings a penalty; an unintentional wheel beyond 45 degrees requires a reset.
