Two officials with equal authority

Two referees normally control the match with equal authority, assisted by the timekeeper and scorekeeper. Before play they inspect the court, goals, balls, uniforms, equipment and team documentation. They supervise conduct, apply the rules and keep track of goals and punishments. Both are responsible for controlling playing time, even though the timekeeper operates the clock. If one cannot continue, the other may finish alone when no replacement is available, subject to federation regulations.

Decisions and disagreements

When referees disagree, they consult. If they agree which team offended but cannot agree on punishment, the more severe punishment applies. If they cannot agree who receives possession, the court referee’s view prevails; this consultation requires a time-out and a whistle restart. Decisions based on observed facts or judgment are final; an appeal concerns incorrect application of the rules. During play only the responsible team official may address them. Video replay is used only in matches and situations authorised by the applicable regulations.
