The rule

If technical scores are equal when regular time ends, golden score begins without a rest period. It has no time limit. Existing scores and shido remain on the scoreboard. The first decisive technical score wins, and victory can also result from hansoku-make or the opponent's withdrawal.

In practice

An ordinary additional shido does not itself win the contest unless it reaches disqualification. An announced hold in golden score ends the contest once it earns yuko after 5 seconds. Simultaneous equal scoring actions are treated under the special referee procedure rather than awarding victory arbitrarily to either athlete.
