The rule

During racing, crews cannot receive outside coaching through electrical, electronic or other technical devices. A phone message or live instruction through a headset is not made acceptable by calling it performance data. The equipment rules also restrict incoming data and the information that may be measured or stored on board.

In practice

Permitted data include timing, distance, stroke rate and specified boat, force and physiological measurements. Allowed measurements may be recorded and transmitted for later use under the rules, but further processing during the race must not provide additional advice to the crew. World Rowing’s official event devices have separate provisions; their presence does not authorise private live coaching.
